In the early morning hours of August 4, 2016, the tranquility of the Willoughby Spit section of Norfolk, Virginia, was shattered by the discovery of a deceased man on the beach. The man was identified as 39-year-old Omar Taylor, a Black male resident of Norfolk. Police had been dispatched to the 15th View Street area shortly before 2:00 a.m. following a report of an unresponsive person.
