In the late morning hours of a Monday in Norfolk, Virginia, the life of 50-year-old Andre E. Valentine was tragically cut short. On August 22, 2016, emergency dispatchers received a call reporting a shooting in the 900 block of Avenue H. When police officers arrived at the scene, they found Valentine lying in the roadway, having sustained a gunshot wound. Paramedics pronounced him dead at the scene.
