In the quiet evening of December 4, 2016, the life of 38-year-old Charlene Ryals, a female Navy veteran and nurse, was tragically cut short in her Norfolk, Virginia home. The horrifying events unfolded in front of her 9-year-old son, who would later make the brave 911 call for help. Paramedics arrived at the residence in the 500 block of Garren Avenue shortly before 8:40 p.m. to find Ryals suffering from multiple gunshot wounds.
She was rushed to Sentara Norfolk General Hospital, but her injuries proved to be fatal.
The initial investigation into the homicide left detectives with few leads. For years, the case grew cold, leaving a grieving family and community searching for answers. Ryals was remembered as a kind and helpful person, making the violent nature of her death all the more perplexing. The breakthrough in the case came in June 2019, when DNA evidence collected from the crime scene was matched to a man named Zquan L. Steeps. His DNA had been entered into the system in connection with an unrelated case in Pennsylvania.
Following the DNA match, Steeps was charged with second-degree murder and the illegal use of a firearm. In September 2019, he was extradited from Pennsylvania to Virginia to face the charges. At the time of his arrest, Steeps was already incarcerated at the Luzerne County Correctional Facility on other charges. The arrest brought a glimmer of hope to Ryals' loved ones that justice was finally within reach.
However, the path to justice took an unexpected turn. In May 2021, the charges against Zquan Steeps were dropped. Prosecutors stated that while there was evidence linking him to the scene, it was not sufficient to secure a conviction. They indicated that further investigation was necessary to build a stronger case. The investigation into the murder of Charlene Ryals remains ongoing, and authorities continue to urge anyone with information to come forward. The motive behind the killing and the identities of the other individuals involved, a woman who initially knocked on the door and another masked person, are still unknown.
