Victor Harris, a 57-year-old male, was tragically killed on the evening of September 9, 2017, in Richmond, Virginia. He was riding his bicycle home from work along Pollock Street, near the intersection with 5th Avenue, when he was caught in the crossfire of what police believe was a dispute between two teenagers. Harris, an innocent bystander, was fatally shot.
The investigation into his death led authorities to believe the shooting was connected to a fight that had occurred earlier in
the day and was possibly gang-related. For a time, the case remained unsolved, and Crime Stoppers actively sought tips from the public to help identify those responsible for Harris's murder.
In December 2017, a breakthrough in the case came when two suspects were arrested in Chesterfield County. Eighteen-year-old James E. Williams Jr. and nineteen-year-old Davion P. Alexander were taken into custody. Both men were charged with murder, conspiracy to commit murder, and the use of a firearm in the commission of a felony. Williams was apprehended shortly after the shooting, while Alexander was located and arrested by the U.S. Marshals Service Capital Area Regional Fugitive Task Force. Following their arrests, both suspects were held without bond as the investigation continued.
