On a Monday evening in May, a situation unfolded on a Richmond highway that would end in tragedy and spark years of calls for reform. Marcus-David Peters, a 24-year-old high school biology teacher, was experiencing what his family and authorities would later describe as a mental health crisis. Earlier in the day, he had been involved in a minor car accident. By the time he was spotted by a Richmond police officer, he had crashed his car into another vehicle on the ramp to Interstate 95.
