In the early morning hours of January 24, 2019, the life of 27-year-old Charleston B. Scott, a male from Henrico, Virginia, was tragically cut short in a burst of gunfire on Decatur Street in Richmond. The strange and unsettling circumstances of his death began to unfold at approximately 12:47 a.m. when police were called to the 3400 block of the street for a reported shooting. In a bizarre twist, emergency crews were already on the scene attending to an unrelated medical emergency.
