A 28-year-old man named Brandan Smith was shot and killed in Portsmouth, Virginia, on the Fourth of July in 2018. The fatal incident occurred late at night, just after 11:15 p.m., in the 1600 block of Watts Avenue. When Portsmouth Police officers arrived at the scene, they discovered Smith suffering from a life-threatening gunshot wound to his torso.
