On a winter afternoon in Hampton, Virginia, the life of 41-year-old Tarnecia Shevon Smith was tragically cut short. On January 20, 2019, emergency services responded to a three-car crash at the intersection of Nickerson Boulevard and Fox Hill Road around 3:30 p.m..
