Christopher Kelly Rapp, aged 54, tragically lost his life on May 31, 2019, in a mass shooting at the Virginia Beach Municipal Center. Rapp, who had been working as a Stormwater Management Regulatory Engineer for the City of Virginia Beach, was one of the 12 victims killed in this horrific incident.
