In the early evening of September 10, 2019, a gathering of friends and neighbors in a Virginia Beach neighborhood turned tragic. Brendan Anthony Breaux, a 39-year-old male, was among those who had come together in the 5800 block of W. Hastings Arch to mourn the recent loss of a loved one.
