In the early morning hours of September 4, 2022, a night out with friends in Norfolk, Virginia, ended in tragedy for 27-year-old Michael I. Rivera-Rubert. After spending time at a nightclub, Rivera-Rubert and a group of friends, including Marco Jaime Hicks, returned to an overflow parking lot in a strip mall on North Military Highway where their vehicles were parked. The group was seen on surveillance footage chatting for about twenty minutes in what appeared to be an uneventful gathering.
