In the evening hours of October 20, 2022, in the Huntersville area of Norfolk, Virginia, the life of 18-year-old Rayshawn M. Norman-Davis was tragically cut short. Norman-Davis, a Black male, was in the parking lot of an apartment complex in the 800 block of B Avenue when the fatal incident occurred. Around 6:35 p.m., dispatchers received a call reporting a gunshot disturbance in that area.
