In the late hours of a Friday night in September 2014, the Roseville section of Newark, New Jersey, was pierced by the sound of gunfire. When the echoes faded, 28-year-old Andrew Peppers, a male resident of the city, lay wounded. The shooting, which occurred on North 9th Street, also left a man and a woman injured.
