In the late evening hours of March 1, 2017, the city of Camden, New Jersey, bore witness to a violent act that would end the life of 28-year-old Carlos Rosa. He was discovered inside his vehicle in the area of 4th and Mount Vernon Streets, suffering from a fatal gunshot wound. The discovery was made by police officers who were responding to the area at approximately 8:36 p.m.
