On a Halloween night in Newark, New Jersey, a celebration turned into a scene of tragedy, claiming the life of 17-year-old Mouctar Toure. The young man, a resident of East Orange, was attending a large Halloween party in an apartment building on 4th Avenue on the night of October 31, 2021. Just before midnight, the festivities were shattered by the sound of gunfire.
