In the quiet community of Okemos, Michigan, a tragic and violent event unfolded, resulting in the death of 27-year-old Ramone Delmar Soto, a Hispanic male. On May 17, 1998, Soto was found deceased in an apartment alongside Deborah Anne Miller. A third individual, Kelly Ferris, was also discovered at the scene, having been shot but miraculously surviving the brutal attack. The incident was not a random act of violence but rather the culmination of a calculated plan to silence a witness.
The investigation into the double homicide and attempted murder quickly uncovered a sinister plot orchestrated by two individuals, Cypress Ferry Lockett and Earl Fennoy Kelley. The motive for the killings was rooted in a prior violent crime. Kelley and another person had previously assaulted a man named Abrego, leaving him in a coma and with permanent blindness. Deborah Anne Miller was aware of this vicious assault and had expressed her fear of Kelley and Lockett. This knowledge ultimately sealed her fate, and tragically, Ramone Delmar Soto's as well.
Fearing that Miller would testify against them regarding the assault on Abrego, Lockett and Kelley conspired to murder her. Their plan was meticulous, going as far as to remove the serial numbers from the firearm they intended to use. In carrying out their deadly scheme, they not only took the life of their intended target, Deborah Anne Miller, but also ended the life of Ramone Delmar Soto and attempted to kill Kelly Ferris.
The subsequent legal proceedings brought the dark details of the conspiracy to light. The prosecution successfully argued that Lockett and Kelley had planned and executed the murders to prevent Miller from speaking out.
