Billy Neal Jr., a 43-year-old man, was fatally shot on August 12, 2018, while attempting to intervene in a dispute. The incident occurred at approximately 2:00 a.m. outside of Hangovers Bar on Livernois near 8 Mile Road.
Neal, known affectionately as 'Black,' was a pillar in his community and a devoted father to his four
children. He was known for his loyalty, passion, and responsible nature, always willing to help anyone in need. On that fateful night, he had been at the bar and stepped outside, where an argument was unfolding between two women unrelated to him. As he tried to break up the fight, shots were fired, and Neal was struck.
