In the early morning hours of February 28, 2015, the life of 41-year-old Carl Junior Miller, a Black/African American male, was tragically cut short in Columbus, Mississippi. Miller, who had recently returned to Mississippi from California in October 2014, was found in a parked vehicle outside a residence on Puckett Parkway, having suffered a fatal gunshot wound. The incident occurred at approximately 2:30 a.m.
Responding to the scene, Columbus Police Department officers encountered several individuals, including Billy Lee “Boo Boo” Kennedy, who initially provided a false name. It was soon discovered that Kennedy, 30 years old at the time, was not only present at the scene but was also the victim's second cousin. The residence where the shooting took place was where Kennedy and his brother were living. Investigators quickly identified Kennedy as the primary suspect in the death of his cousin.
Following an investigation, Billy Lee Kennedy was arrested and charged with the murder of Carl Junior Miller. A judge set his bond at $1 million. The case was further complicated by a bizarre mix-up involving Kennedy and his brother, Arthur Kennedy. Earlier that same year, Arthur had been arrested in connection with a separate fatal shooting and had given authorities his brother Billy Lee's name. This led to initial confusion and incorrect reports regarding Billy Lee Kennedy's involvement in the earlier crime, a matter which law enforcement had to clarify.
While an arrest was made, law enforcement remained tight-lipped about the specific motive and the circumstances that led to the shooting of Carl Junior Miller. Both Billy Lee and Arthur Kennedy were incarcerated at the Lowndes County Jail on separate murder charges. The community was left to grapple with the violent death of a man who had only recently returned to the area, and the troubling circumstances surrounding the two brothers accused of unrelated murders.
