In the quiet town of Spencer, Oklahoma, a 22-year-old Black male named Kevin Simmons served as a patrolman with the local police department. On the night of December 9, 1982, his life was tragically cut short during what began as a routine traffic stop. Unbeknownst to Officer Simmons, the two individuals he pulled over had just committed a burglary at a nearby drugstore, and the encounter would quickly spiral into a fatal confrontation.
A violent struggle erupted as the two men, later identified as Scott L. Moore and Tollie Earl Melvin, attempted to disarm the young officer. In the ensuing chaos, Moore was shot in the stomach. However, Melvin managed to gain control of Simmons' service weapon. As Officer Simmons pleaded for his life, Melvin fatally shot him in the head. The two assailants then fled the scene, leaving the officer to succumb to his injuries. Simmons was a U.S. Army veteran who had been with the Spencer Police Department for over a year.
The investigation swiftly led to the apprehension of both suspects. Moore was arrested after he sought medical treatment for his gunshot wound at a hospital in Chickasha. Melvin was also taken into custody. Authorities discovered that both men had prior criminal records for burglary and other offenses.
The legal process that followed brought a measure of justice for the slain officer. Tollie Earl Melvin was tried and convicted of first-degree murder. During the sentencing phase, his accomplice, Scott L. Moore, testified against him, recounting the harrowing final moments of Officer Simmons' life.
