In the late summer evening of August 27, 2016, a scene of community gathering at a local rodeo in Spencer, Oklahoma, was tragically shattered by gunfire. Fourteen-year-old Mark Carter, a male, was caught in the violence and lost his life. The shooting also claimed the life of another teenager, 17-year-old Brandon Beiner.
