On what began as a typical Monday morning on October 25, 2021, in Tulsa, Oklahoma, a family disagreement escalated into a violent confrontation that claimed the life of 51-year-old Frankie Owens. Responding to a distressing 911 call from an apartment complex, police arrived to a horrific scene: Frankie Owens was on the ground with a gunshot wound, breathing shallowly.
Despite being rushed to the hospital by emergency medical personnel, he did not survive his injuries.
The investigation into the death of the male victim quickly unfolded as a homicide case. Detectives learned from Owens's fiancée, who witnessed the shooting, that the incident began after she had an argument with her middle daughter. Following the argument, the daughter contacted Jaquan Devonte Penny. When Owens opened the apartment door, he was shot.
