In the cold of a February evening in Tulsa, Oklahoma, a young father's life was tragically cut short. Anthony Lamar Washington, a 27-year-old man, was walking through the parking lot of the Waterside Apartments on a Friday night with his best friend. It was then that their path was crossed by an unknown individual clad entirely in black, their face obscured by a mask.
