On a Memorial Day in 2006, a festive atmosphere at a crowded South Shore Park in Milwaukee, Wisconsin, was shattered by gunfire. Among the victims of this tragic event was Raymundo Munoz-Silva, a 31-year-old Hispanic male. The incident unfolded on the evening of May 29th, when hundreds of people were enjoying a picnic along the shores of Lake Michigan.
