In the summer of 2017, the city of Madison, Wisconsin, was experiencing a surge in gun violence that would soon claim the life of Riccardo Simms, a 29-year-old Black or African American man. On the evening of Tuesday, July 25, 2017, Simms was fatally shot, becoming the city's eighth homicide victim of the year. The incident was part of a string of killings that summer which authorities described as frighteningly similar, suggesting that the victims were specifically targeted.
