On a cold Saturday afternoon in Beloit, Wisconsin, the life of James Tomten, a 28-year-old Caucasian male, was tragically cut short. On February 9, 2019, at approximately 2:40 p.m., police responded to calls of shots fired in the 800 block of Vine Street. Arriving at the scene, officers found Tomten unresponsive.
