In the late summer of 2016, the life of Tony Payne, a 32-year-old Black/African American man from Beloit, Wisconsin, was tragically cut short. On the night of August 31, 2016, Payne was in the parking lot of the Turtle Tap bar in Beloit when he was fatally shot. Despite medical efforts, he succumbed to the gunshot wounds.
