In the late summer of 2016, the life of Tony Payne, a 32-year-old Black/African American man from Beloit, Wisconsin, was tragically cut short. On the night of August 31, 2016, Payne was in the parking lot of the Turtle Tap bar in Beloit when he was fatally shot. Despite medical efforts, he succumbed to the gunshot wounds.
The investigation into the shooting led authorities to identify a suspect, Michael E. Joseph, who was 33 years old at the time.
Joseph was subsequently charged in connection with Payne's death. As the case proceeded through the legal system, Joseph's defense centered on his claim of being too intoxicated on the night of the incident to have any memory of the events that transpired.
Ultimately, the case did not go to a full trial. Instead, a plea agreement was reached. Michael E. Joseph pled no contest to the charges against him. This plea resulted in a conviction without an admission of guilt. The resolution of the case through a plea deal brought a close to the legal proceedings, though it left the community to grapple with the violent loss of a life.
