In the early summer of 2021, a dispute over a used car tragically escalated, ending the life of 25-year-old Drevian T. Allen Sr., a Black male from Beloit, Wisconsin. On June 7, 2021, Allen was fatally shot in the 1700 block of Porter Avenue in what would become the city's second homicide of the year. Known affectionately as "Bishop," Allen was a well-regarded member of his community, recognized for his talents as a barber at Hip Hop Stylz and his active participation in his church as a mime
praise dancer and drummer.
The investigation into Allen's death quickly led to the identification of multiple suspects. Authorities determined that the shooting stemmed from a disagreement concerning the payment for a vehicle. Three individuals were ultimately charged in connection with the homicide: Journee Weathers, Elontae Phiffer, and Damon E. Allen. Weathers, identified by police as the shooter, was 19 years old at the time of the incident.
All three men faced serious charges for their roles in the death of Drevian Allen. Journee Weathers was charged with first-degree intentional homicide. He later pleaded guilty to a reduced charge of first-degree reckless homicide. Elontae Phiffer, also 19, was initially charged with party to the crime of first-degree intentional homicide but pleaded guilty to a lesser charge of second-degree recklessly endangering safety. Damon E. Allen, 20, who faced the same initial charge as Phiffer, also accepted a plea deal, pleading guilty to party to the crime of second-degree recklessly endangering safety. He was subsequently sentenced to five years of probation. A third man, a 19-year-old from Beloit, turned himself in to the Rock County Sheriff's Office and was held on a substantial cash bond.
