In the winter of 2017, the life of Jacob Jay Timothy Richter, a 23-year-old Black/African American male, came to a tragic end in Vancouver, Washington. On December 21st, events unfolded that concluded a multi-state manhunt and left two young men dead. Richter, along with a 19-year-old associate, was wanted by the Eugene, Oregon Police Department in connection with violent felony crimes. Their search for the two men led them north into Washington state.
