In the winter of 2017, the life of 19-year-old Cody Duk Woo Moore came to a tragic end in Vancouver, Washington. On the evening of December 21st, events unfolded at the Bridge Creek Apartments that concluded a multi-state manhunt. Law enforcement had tracked Cody, a male, and his associate, 23-year-old Jacob "Jay" Timothy Richter-Shea, to a second-story apartment at the complex.
Both were wanted for violent felony crimes that had occurred in Eugene, Oregon, and were considered armed and dangerous.
Detectives from the Clark County Sheriff's Office, acting on information from the Eugene Police Department, confirmed the location of the two fugitives. Due to the high-risk nature of the situation, the Southwest Washington Regional SWAT team was called in to handle the apprehension. Around 6:30 p.m., at least one of the suspects was spotted near a sliding glass door at the rear of the apartment. The SWAT team deployed a noise flash distraction device in an attempt to safely take them into custody. In response, both Moore and Richter-Shea retreated deeper into the apartment. A short time after, officers positioned around the building reported hearing two muffled popping sounds from within the unit.
To assess the situation without endangering officers, the SWAT team utilized a robot to enter the apartment. The robot's camera feed revealed a grim scene: both Cody Duk Woo Moore and Jacob Richter-Shea were deceased. The Clark County medical examiner would later confirm that both men died from self-inflicted gunshot wounds. The investigation by the Regional Major Crimes Team concluded that the two chose to take their own lives rather than face capture.
The circumstances that led to this fatal standoff began more than a year earlier. Moore and Richter-Shea were connected to the shooting death of Anthony Xavier Johnson Jr. in Eugene's Whiteaker neighborhood on September 1, 2016. The man convicted of that killing, Kyle Robert Woody, received a 10-year prison sentence for first-degree manslaughter. The prosecution's case against Woody was reportedly complicated by the deaths of Moore and Richter-Shea, who were considered key witnesses in the crime. Additionally, Richter-Shea was a suspect in a series of other violent incidents in Eugene, including a domestic violence case and another shooting, in which police believed Moore had accompanied him. No arrests were made in relation to the deaths of the two men, as the case was ruled a double suicide.
