In the afternoon of a Tuesday in February 2020, a young life was abruptly cut short in a strip mall parking lot in Vancouver, Washington. Trevonta Billie Steven Burks, an 18-year-old Black / African American male, was fatally shot on February 4th. The incident, which unfolded in broad daylight, stemmed from a verbal dispute that quickly escalated into a physical confrontation.
The events took place near the busy intersection of Northeast Fourth Plain Boulevard and Northeast Stapleton
Road. Burks had approached a vehicle in which Antoine Steven Archer, a 20-year-old acquaintance, was sitting. Their argument turned into a physical fight, prompting Archer to exit the car. He then drew a firearm and shot Burks. As Burks turned to flee, he was struck by the gunfire. He was pronounced dead at the scene from multiple gunshot wounds.
In the chaotic aftermath, several people were seen fleeing the scene in a car. Not long after the shooting, Archer checked himself into an urgent care clinic for a gunshot wound to his hand, which he had accidentally inflicted upon himself during the altercation. Detectives questioned him at the hospital, where he reportedly expressed remorse, stating that he "did not mean to hurt anyone" and had been "shooting at the ground."
Despite his claims, Archer was arrested and charged with second-degree murder. At his initial court appearance, prosecutors described the killing as being carried out in "cold blood." Video surveillance from a nearby smoke shop captured the tragic sequence of events, showing the argument, the physical struggle, and the subsequent shooting. Archer was later released on bail. In a separate incident in May 2022, Antoine Steven Archer was himself fatally shot in Gresham, Oregon.
