In the early evening of December 22, 2019, a tragic event unfolded in the Westway neighborhood of Federal Way, Washington, that would claim the life of 19-year-old Luis Delacerda. A male of Hispanic ethnicity, Delacerda was discovered by Federal Way police officers inside a vehicle, suffering from life-threatening gunshot wounds.
