In the late afternoon of January 20, 2018, a tragedy unfolded at a Valero gas station on Poplar Level Road in the Okolona neighborhood of Louisville, Kentucky, that cut short the life of a young man. The initial police investigation found that Ramirez had crashed his truck at the gas station after being shot. At the time, law enforcement had no immediate suspects and appealed to the public for any information regarding the shooting.
The investigation into the death of Vicente Rodriguez Ramirez eventually uncovered a sinister plot rooted in the local drug trade. It was revealed that his murder was an act of retribution ordered by Javier H. Rodriguez, the 32-year-old leader of a sophisticated drug trafficking organization. Days before the shooting, on January 16, 2018, Rodriguez and his associates had been robbed of a kilogram of heroin during a purported sale in the Victory Park neighborhood. In retaliation for this theft, Rodriguez ordered the killing of Ramirez.
A collaborative investigation involving federal and local law enforcement agencies, including the DEA and the LMPD Homicide Unit, led to the arrests of Javier H. Rodriguez, his 'right-hand man' and his 'bodyguard' Charles Orlando Cater on February 23, 2018. The three men were federally indicted for drug trafficking and murder in furtherance of drug trafficking. During the course of the legal proceedings, both Castle and Cater initially pointed the finger at each other as the triggerman in Ramirez's death. Ultimately, on May 18, 2023, Javier H. Rodriguez was sentenced to 40 years in prison, followed by a lifetime of supervised release for his role in the drug conspiracy and the murder of Vicente Rodriguez Ramirez.
