In the autumn of 2021, a tragedy unfolded in the Shively suburb of Louisville, Kentucky, forever altering the lives of two families. On the evening of October 7th, 36-year-old Craig Lee Tolbert, a Black male, found himself at the Ramser Court apartments off Dixie Highway.
