On a summer evening in Kansas City, Kansas, the life of 38-year-old Michael Haen, a White/Caucasian male, was tragically cut short. On July 28, 1978, Haen, a dedicated Reserve Police Officer, was dispatched to the scene of a traffic accident to assist with directing traffic.
