On a cold November evening in 2015, the life of a young Hispanic man, Amilcar Alexander Ruiz-Solis, was tragically cut short. The 21-year-old male was inside a house in the 1100 block of Freeman Avenue in Kansas City, Kansas, on November 23rd when violence erupted.
