On a quiet street in Kansas City, Kansas, the night of March 7, 2016, turned into a scene of unimaginable violence. Inside a small, one-story bungalow on South 36th Street, Jeremy Waters, a 36-year-old White/Caucasian male, was visiting his friend, Mike Capps, who lived there. Waters, a divorced father of three from Miami County who had grown up in Paola, was unaware of the tragedy that was about to unfold.
That evening, a gunman opened fire, shattering the peace of the tight-knit
neighborhood. The shooting spree claimed the lives of four men. On the front porch, Austin Harter was shot as he was calling 911. The assailant then moved inside the home, where he shot and killed Clint Harter, Austin's younger brother, along with Mike Capps and Jeremy Waters. The motive for what authorities believe were unprovoked killings remains unclear.
The alleged shooter was identified as Pablo Serrano-Vitorino, the next-door neighbor of Mike Capps. Following the brutal killings, Serrano-Vitorino fled the scene, sparking an extensive manhunt involving nearly 100 law enforcement officers. The search concluded when he was captured in Montgomery County, Missouri.
Serrano-Vitorino was later held in a St. Louis jail awaiting trial on a first-degree murder charge for a separate slaying that occurred in Missouri before his capture. Prosecutors in Missouri announced their intention to seek the death penalty in that case. While awaiting justice in Kansas, the families of Jeremy Waters and the other victims were left to mourn their profound loss and grapple with the senseless violence that took their loved ones.
