In the early morning hours of August 18, 2019, the life of 22-year-old Elbert Costello Jr., a Black male from Wichita, Kansas, was tragically cut short. The incident unfolded around 3:20 a.m. in the parking lot of an apartment complex in the 2300 block of North Woodlawn. It was here that Costello was found with multiple gunshot wounds. Despite the immediate response from law enforcement, he was pronounced dead at the scene.
