Pascal Emile Charlot, a 72-year-old Haitian immigrant, was fatally shot on the evening of October 3, 2002, while standing at a Washington, D.C. intersection. A retired carpenter and a respected figure in the local Haitian community, Charlot was a devoted family man who had just prepared dinner for his wife, who had Alzheimer's disease, for whom he was the primary caregiver. He was standing on the corner of Georgia Avenue and Kalmia Road NW when he was struck by a single bullet to the chest.
Witnesses reported hearing a single shot before seeing Charlot collapse.
The shooting was part of a series of coordinated attacks that terrorized the Washington metropolitan area for three weeks in October 2002. Ballistics testing quickly linked the. 223-caliber bullet that killed Charlot to several other fatal shootings in Montgomery County, Maryland, confirming that his death was the work of the elusive 'D.C. sniper'. These attacks, characterized by their randomness and precision, created a climate of fear throughout the region, with residents afraid to perform everyday tasks like pumping gas or walking in public spaces. The shooter or shooters used a high-powered rifle and fired from a distance, leaving little evidence at the crime scenes.
The reign of terror came to an end on October 24, 2002, with the arrests of two suspects, John Allen Muhammad, then 41, and his teenage accomplice, Lee Boyd Malvo, who was 17. They were found sleeping in their car, a blue 1990 Chevrolet Caprice, at a rest stop in Maryland. Investigators discovered that the car had been modified with a small hole in the trunk, allowing the shooter to lie in a sniper position and fire at victims undetected. The weapon used in the attacks, a Bushmaster. 223-caliber rifle, was also found in the vehicle.
Subsequent investigations and trials revealed the full scope of Muhammad and Malvo's killing spree. John Allen Muhammad was identified as the mastermind behind the attacks and was ultimately sentenced to death. He was executed by lethal injection in Virginia on November 10, 2009. Lee Boyd Malvo, due to his age at the time of the crimes, received multiple life sentences without the possibility of parole.
