Pascal Emile Charlot, a 72-year-old Haitian immigrant, was fatally shot on the evening of October 3, 2002, while standing at a Washington, D.C. intersection. A retired carpenter and a respected figure in the local Haitian community, Charlot was a devoted family man who had just prepared dinner for his wife, who had Alzheimer's disease, for whom he was the primary caregiver.
