In the early afternoon of January 22, 2014, the life of 19-year-old Devon Dominique Parker was tragically cut short on a street in Southeast Washington, D.C. A Black male, Parker was found by police responding to reports of gunshots in the 1400 block of Howard Road, Southeast, just a few blocks from the Anacostia Metro station.
