Kenneth Bernard Proctor, aged 46, tragically lost his life on September 16, 2013, during a shooting rampage at the Washington Navy Yard. Proctor, who worked as a civilian utilities foreman, was one of the twelve victims killed in this horrific incident. Born on December 12, 1966, in Cheverly, Maryland, Proctor was a resident of Waldorf, Maryland, at the time of his death.
