Nelson Ryan, 22, a Black male from Washington, D.C., was killed just after midnight on July 25, 2009. In the early morning quiet he stood near 1816 M Street NE when gunfire broke the stillness, striking him shortly before 12:52 a.m. First responders converged on the block as detectives began piecing together what had happened and who might have been nearby at that hour.
