On the evening of March 13, 1995, a tragic event unfolded on the streets of Northeast Washington, D.C., forever altering the lives of two families. Twenty-three-year-old Kevin Earl Bullock, a male known to some as 'Calvin' or 'Speedy Beedy,' was driving a black 1979 Cadillac Deville with his friend, Parran Holley. As they traveled down the 2600 block of 3rd Street, NE, their journey was violently interrupted.
At approximately 10:21 p.m., two D.C. police officers on patrol nearby heard the distinct sound of multiple gunshots. They immediately headed toward the direction of the gunfire and discovered the Cadillac on Douglas Street. Inside, they found both Kevin Bullock and Parran Holley unconscious, having sustained multiple gunshot wounds. Bullock was pronounced dead at the scene just seven minutes later.
The investigation that followed revealed a chilling sequence of events. It is believed that a van pulled in front of the Cadillac, forcing it to a stop. The back doors of the van then opened, and one or more assailants unleashed a barrage of gunfire into the car. The sheer violence of the act was evident in the 37 shell casings and eight slugs recovered from the scene.
