In the late hours of a Tuesday night in Washington, D.C., the life of 32-year-old Elvin Jesse Johnson Jr. was tragically cut short. On February 4, 2014, at approximately 11:52 p.m., the African-American man was shot in the chest while in the hallway of an apartment building located in the 4200 block of Foote Street, Northeast, not far from the Minnesota Avenue Metro station.
