In the late hours of a September night in Washington, D.C., a burst of violence shattered the peace, leaving three people shot and a community in shock. Among the victims was 45-year-old Kenneth Evans, a resident of Northwest D.C. The shooting occurred just before midnight on September 26, 2015, in the 2500 block of Elvans Road Southeast. When police arrived at the scene, they found a grim tableau: one man, 50-year-old Thomas Stalling of District Heights, Maryland, was already dead.
