In the waning days of 2016, a burst of gunfire shattered the daytime quiet of a residential street in Southeast Washington, D.C., claiming the life of Herbert Dowtin. The 22-year-old man was discovered lying face down between two parked cars on the 800 block of Xenia Street SE on the afternoon of December 27, 2016. He had sustained multiple gunshot wounds and was rushed to a nearby hospital, where he succumbed to his injuries a short time later.
