On December 27, 2016, at approximately 1:19 PM, Herbert Dowtin, aged 22, was found shot and killed in the 800 block of Xenia Street, SE, Washington, DC. The Metropolitan Police Department (MPD) responded to the scene and began an investigation into the homicide. According to reports, Dowtin was walking in the area when he was approached by an individual who opened fire, striking him multiple times.
