In the early hours of a January morning in 2017, a burst of gunfire on the 600 block of 14th Place, Northeast, shattered the quiet of the Washington, D.C. neighborhood. When officers arrived at approximately 6:40 a.m., they discovered two men inside a vehicle, both suffering from gunshot wounds. One of the men, 22-year-old Ronnell Tye Reaves, was pronounced dead at the scene. The other, a 22-year-old male named Kevin Kennedy, was rushed to a local hospital in critical condition.
