In the late hours of a Tuesday in Washington, D.C., the life of 47-year-old Richard Anthony Banks was tragically cut short. On March 13, 2018, at approximately 11:19 p.m., police responded to the 4300 block of Wheeler Road in Southeast D.C. Inside a second-floor apartment, they discovered Banks suffering from multiple gunshot wounds.
