In the early hours of a Monday morning in the District of Columbia, a burst of violence shattered the predawn quiet of the U Street corridor. On August 27, 2018, in the 1900 block of Ninth Street, Northwest, just a few blocks from the Shaw-Howard University Metro station, gunfire erupted, leaving two men struck. One of the men, 22-year-old Phillip Dumbuya of Hyattsville, Maryland, succumbed to his injuries, his life cut tragically short.
