Randall Francis was remembered as an intelligent and talented young man with a bright future. A 2016 graduate of Eastern High School, where he was reportedly a recent valedictorian, Francis was an aspiring model and photographer who was in the process of deciding which college to attend. Friends and family described him as a creative individual who loved music and fashion. Just before the shooting, he was seen inside a local convenience store, appearing nervous before leaving after purchasing a snack and a drink. His grandmother described him as a good person who attended church every Sunday.
The investigation into Francis's death quickly identified a suspect: 20-year-old Malik Morris of Northeast, D.C. Authorities released his photo and offered a $25,000 reward for information leading to his arrest. According to Francis's family, he and Morris had attended high school together, and the fatal shooting stemmed from a 'petty dispute' or 'petty argument'. Surveillance footage from local businesses captured clear images of the suspect, aiding in his identification.
The brazen daylight murder left the community shaken and a family grieving an immense loss, a tragedy compounded by the fact that Francis's cousin had been killed just six months prior. Dozens gathered for a candlelight vigil to remember the young man whose life was so violently ended. On December 18, 2018, Malik Morris was arrested and charged with first-degree murder while armed, bringing a measure of closure to a case that highlighted the persistent issue of gun violence in the community.
