In the pre-dawn hours of September 16, 2024, a burst of gunfire shattered the quiet of downtown Washington, D.C., leaving a 35-year-old Black/African American man, Ifeanyi Maximus of Bladensburg, Maryland, dead. The fatal encounter unfolded at approximately 4:32 a.m. in the 1700 block of Rhode Island Avenue, Northwest, an area typically characterized by office buildings.
